I'm already half-asleep, but in a nutshell: "Everything By Everyone".
"Being bad at art" is no grounds for removal on newgrounds.com! The reason for that being: The Moderation team (which consists of _unpaid_ volunteers) would drown in troll reports.
Plus: The people reporting in earnest would never get anything done. We'd be writing an estimate of 100 reports per hour just browsing...
There 'are' people who already claimed that they would want this, but they only want it to get artist removed that they don't like personally.
The only "punishment" you'd get on Newgrounds would be feedback that is equally lazy and "no attention". There are a few users with single digit fans and over a thousand images uploaded. I do not know what drives them, but I wish they would read a tutorial for a change, rather than to churn out drawings a child could have done...
